Kakashi has always been in the sights of everybody in the leaf village to take the sit of hokage should anything happen to Tsunade, well I believe so to since he is the best of the best in the leaf after the hokage. He is stronger then guy, faster than lee and smarter than shikamaru and his dad combined so why not. Well there are some reasons he might not want to become hokage.
First there is the obvious reason that he doesn't like it, then theres the fact that kakashi is not a peoples person, he's always alone by himself or reading that porn book of his jajaja, imagine kakashi as hokage in his office all alone and when someone comes in instead of finding him dozed off they find him reading that book jhahahaja I can see it now jajaja. And when he has to give a speech all he say is " LET US PRAY FOR LORD JIRAIYA FOR WRITING SUCH A GREAT BOOK, HE WILL SURELY BE MISSED( AND HIS BOOKS) JAJAJAJA.
The reality is that kakashi is a super ninja and when it comes down to it you would not want anyone to be your leader than kakashi, when things go bad you just give him a little cover while he brainstorms a while and he will figire something tbats for sure jeje. He is sething else like that time he killed does ninja just outside the village gates who tried to attack naruto sasuke and sakura or when they fought kakuzu, if it wasn't for kakashis power they would of died right there and then, he is something allright huh.
So in the end I think he would make a splendid hokage and thats saying a little, we will just have to see.
